West Virginia: Second Special Session Called
October 13, 2017

Governor Jim Justice (R) has called the legislature into a special session beginning Monday. The special session is ostensibly to consider transportation bonds and to fill up to 500 vacancies in the Division of Highways to handle the expected surge in infrastructure improvement projects, after such bonds were approved by a recent voter referendum.

However, at the time of the session call, the agenda had only fully exempting military pensions from state income taxes and expanding state tax credits for rehabilitating historic buildings on the agenda. The governor’s office has indicated that the road funding legislation is being prepared for consideration in the near future, or possibly in an additional special session in November coinciding with interim hearings.
