North Carolina: Regular Session Update

Lawmakers recessed the 2017 regular session yesterday, while scheduling further sessions starting August 3 and September 6, respectively. Legislators are likely to consider gubernatorial vetoes, including one promised by Governor Roy Cooper (D) on the budget, appointments, current bills in conference, and potential impeachment proceedings against Secretary of State Elaine Marshall (D). The September session is likely to focus on redistricting efforts for the legislature (to adhere to a court-imposed November 15 deadline) and also possibly for judicial districts.

As the session recessed, lawmakers approved measures to allow Sunday hunting and non-profit “gaming nights,” while rejecting a call to join the so-called “Convention of the States” to make changes to the U.S. Constitution.
