Lorie Nevares, President
Lorie founded StateScape in 1991. With over 30 years of experience in state and local government affairs, she has developed a level of expertise that has directly contributed to the long-standing success of her firm. As President, Lorie is responsible for the daily management of staff operations, and works closely with both her team and clients to ensure a superior work product. She is the driving force behind StateScape's innovations and oversees the development and application of StateScape's future services.
Lorie began her career in Pennsylvania's state government and has held positions with the National Soft Drink Association, American Gas Association, and an affiliate of the National League of Cities and Conference of Mayors. She holds a Bachelor of Science Degree in Legal Studies from Quinnipiac University and a Master of Arts Degree in Public Administration from the University of Southern California.
Lorie has held leadership positions with the Washington Area State Relations Group and Women in Government Relations, and is a recipient of the "Business Associate of the Year" award from the American Business Women's Association. She has been profiled in The Washington Post, The Washington Times, and TIME Magazine.
Irene M. Pla, Esq., Director, Research
As an experienced policy analyst and attorney, Irene lends her expertise in administrative law and multi-jurisdictional compliance to her role as Director of Research at StateScape, where her chief responsibilities are to develop the quality control mechanisms and training programs necessary to ensure the integrity of the company's legislative and regulatory monitoring tools.
Prior to joining StateScape, Irene performed legal research and policy monitoring while employed with several prominent trade organizations, including the U.S. Chamber of Commerce and the National Association of Broadcasters. Irene graduated with honors from The George Washington University Law School and holds a Bachelor of Arts from the University of Miami. She is a member of the District of Columbia Bar and the New York State Bar.
Ian Zukauskas, Director, Client Development
With a background in business and government affairs, Ian serves as the Director of Client Development at StateScape. He is responsible for generating new client contracts, as well as further developing the firm's business strategy and marketing efforts.
Prior to his position at StateScape, Ian worked as a government affairs consultant with a lobbying firm and oversaw projects that focused on political impact mapping and lobbying strategy. Ian graduated from the School of Diplomacy and International Relations at Seton Hall University with an M.A. in International Law and a B.S. in International Relations. He has also completed an International Business Management program at Georgetown University.
Geraldine McIntyre, Esq., Deputy Director, Research
With experience in federal advocacy and local government, Geraldine serves as Deputy Director of Research at StateScape. Geraldine is responsible for managing the research staff and assisting in the development and implementation of quality control measures and training programs.
Prior to joining StateScape, Geraldine served as a legislative advisor for NYC Mayor Bill de Blasio’s Federal Affairs Office, interned at the Department of Justice, and helped manage two national advertising coalitions. Geraldine obtained her Juris Doctor from The Catholic University of America, Columbus School of Law and holds a Bachelor of Arts degree in Political Science from the University of Georgia. She is a member of the Maryland Bar.

Dave Schulz - Healthcare Policy Specialist

Mary Nelson, Esq.
Education: Georgetown University, LL.M.; Gonzaga University, J.D.; Whitworth University, B.A.
Background: Law library research assistant at Georgetown University. Researched domestic and international labor and human rights issues as an intern for the International Commission for Labor Rights. Conducted legal research on state laws and policies related to homelessness as a volunteer for “So Others Might Eat” (SOME).

Background: Former energy and environmental policy research associate for American Continental Group, and communications assistant with The International Budget Partnership.

Multiple years of experience working with a variety of political advocacy and government policy organizations, including the National Alliance to End Homelessness, the Border Trade Alliance, Equality California, and the Progressive Change Campaign Committee.

Background: Former compliance analyst with the G8 Research Group, and data anlayst with Insight Solutions LLC. Also worked as an archivist for Bausch & Lomb, and served as an intern with the House Committee on Rules.
Casey Duchesne, Esq.
Education: The Catholic University of America, Columbus School of Law, J.D.; American University, M.A.;Union College, B.A.
Background: Member of the Virginia State Bar, and formerly worked with the Arlington, VA Office of the Public Defender. Gained significant experience in legal and government affairs working with private sector entities, including Steptoe & Johnson, and the Telecommunications Industry Association.

Also served as President of the Black Law Student Association (BSLA), as well as Vice President of Community Outreach for the Studen Bar Association (SBA) at George Mason University Law.
