State Legislative Snapshot
WHO'S IN?
- The legislative bodies of the following jurisdictions are meeting in regular session: California, District of Columbia, Massachusetts, North Carolina, Ohio, and Pennsylvania. Michigan is in short-term recess until July 14.
- The California Legislature is continuing a budget deficit-focused special session.
- The Connecticut General Assembly convened two special sessions in June: one considering the state budget, and another addressing federal stimulus funding. The second special session adjourned sine die June 25; the first special session is still active.
- The Illinois General Assembly met in special session during the last two weeks in June to address the state budget. Lawmakers will return July 14 from the current recess to consider an override to Governor Pat Quinn's (D) line-item veto of the recently-passed budget.
- The Wisconsin Legislature began a special session -- concurrent with the regular session -- June 24 to address a revision to the state's hospital assessment. The revision was incorporated into the recently-approved budget. The special session is technically in recess.
- The Arizona State Legislature adjourned the regular session sine die July 1. However, Governor Jan Brewer (R) partially vetoed the budget and subsequently called a special session July 6 to consider adjustments to the budget as well as a temporary sales tax hike.
WHO’S IN LONG-TERM RECESS?
- The legislative bodies of the following jurisdictions are in mid-term recess: Alaska, Delaware, Georgia, Hawaii, Iowa, Kansas, Maine, Minnesota, Nebraska, Oklahoma, South Carolina, Tennessee, Vermont, West Virginia, and Washington.
- New Hampshire and Rhode Island are in indefinite recess.
- New Jersey and Wisconsin are in summer recess.
WHO'S OUT OR SOON TO BE OUT?
- Governor David Paterson (D) called the New York Senate into special session June 23 (and additional daily special sessions thereafter) to resolve the state budget and other matters left unaddressed in the regular session due to the recent leadership conflict. However, both the Democratic Caucus and the Republican-led coalition are refusing to attend the special sessions together, thus, preventing the quorum needed to conduct Senate business. The Assembly adjourned the regular session June 22 and has not met in the special sessions.
- The Rhode Island General Assembly recessed its regular session June 30. Lawmakers are expected to meet intermittently to address other business before officially adjourning for the year.
- The Oregon Legislature adjourned sine die June 29. Governor Ted Kulongoski (D) -- who does not possess pocket veto power -- has until August 10 to sign or veto legislation that reaches his desk.
- The Delaware General Assembly adjourned for mid-term recess June 30.
- Lawmakers in the Indiana General Assembly and the Mississippi Legislature concluded special sessions that addressed their respective state budgets June 30.
- Lawmakers in the Texas Legislature convened a two-day special session July 1-2 to address state agency extensions and infrastructure issues.
UPCOMING GUBERNATORIAL DEADLINES
- Tennessee Governor Phil Bredesen (D) -- who does not possess pocket veto power -- has until July 11 to sign or veto legislation that reaches his desk.
- Louisiana Governor Bobby Jindal (R) -- who does not possess pocket veto power -- has until July 21 to sign or veto legislation that reaches his desk.
