WHO'S IN?

  • The Michigan House will return from recess Wednesday, September 3.

WHO'S IN LONG-TERM/INDEFINITE RECESS?

  • The following jurisdictions are in summer recess: District of Columbia, New Jersey, Ohio, and Pennsylvania.
  • Three Connecticut special sessions - one considering a two-year extension of the state's real estate transaction tax, another debating measures on budget refinements, ethics reform, and discounts on the retail sales of gas; and another regarding home energy cost relief - are in recess subject to the call of the chair. Legislative sources are uncertain as to the final adjournment date for either of these extraordinary sessions.
  • The Delaware General Assembly completed floor sessions June 30, and is now in recess subject to the call of the chair.
  • Governor Rod Blagojevich (D) called Illinois' General Assembly into special session 18 times in 2007 and six times this year; these are all technically "in recess to the call of the chair," but are not likely to reconvene. The General Assembly is scheduled to convene in November for a veto session.
  • The Massachusetts General Court concluded regular business July 31. The House and Senate plan to meet intermittently for informal sessions throughout the rest of the year.
  • The New Hampshire General Court has completed regular floor sessions, as well as a one-day special session (June 4) to address a budget shortfall. Currently, the General Court’s regular session is now in recess until the September 24 veto session or to the call of the chair.
  • The New York State Legislature completed floor sessions June 23. Intermittent legislative session days - both regular and special - are possible. Legislative sources are uncertain as to the convening of a veto session, or a final adjournment date for the regular session.
  • After the South Carolina General Assembly adjourned its regular session June 5, lawmakers returned June 25 for a one-day veto session. Legislators may return to Columbia for a special session before October 31 if revenue projections from the recently-passed budget fall short of expectations and necessitate further revision.
  • The Wisconsin State Legislature's regular session is in recess subject to the call of the chair.

WHO'S OUT (OR SOON TO BE OUT)?

  • The California Legislature wrapped up most regular session business Sunday, August 31. However, according to legislative sources, a lack of a budget agreement will extend the regular session indefinitely.

NEXT WEEK (September 7 - 13, 2008)

  • The Michigan Senate will return from recess September 9.
  • The Missouri General Assembly will convene September 10 for a veto session.
