Though Congress has gotten most of the press this year, what with the economic crisis and subsequent stimulus debate, state lawmakers across the country have had a busy year thus far, having proposed and discussed upwards of 150,000 bills -- everything from tome-like budget-slashing bills to one-paragraph local proposals.
